Yes. Holding a Grade A NOC from the GDA is no small thing. The developer is under obligation to complete all works within 3 years. With immediate unit allocation (no balloting) investors are secure in receiving the exact plot the picked at purchase and for it to be logged directly with the GDA who will issue title within 30 days after full payment has been made.

You are under no obligation as an investor in Gwadar plots to build on your plot of land. We are aware of some sellers stating that the land must be built on or their will be extra charges or fines. These are rules from the developers in question not from the GDA, and Siddiqsons hold no such desire to penalise investors who do not wish to build on their plots yet.
